▪️ Indus Waters Commissioner Mehr Ali Shah said the treaty functions as a conflict-prevention system supported by the Permanent Indus Commission.
▪️ He stated his role was to present the operational record of the treaty, not political or legal arguments.
▪️ He emphasized that blocked routine communication channels weaken the functioning of the treaty framework.
▪️ He described water flow predictability as essential to Pakistan’s national security and survival architecture.
▪️ He said over 240 million people depend on the Indus basin, with agriculture heavily reliant on its waters.
▪️ He explained the treaty legally allocated eastern rivers to India and western rivers largely to Pakistan’s use.
▪️ He noted Pakistan built its irrigation and agricultural system around this agreement, making it foundational to its economy.
