Mark Carney announces further measures to protect Canadian sovereignty

Dorval (QC) – This election comes at a time of crisis. With President Trump threatening our economy and sovereignty, we must secure Canada by supporting our businesses and industry here at home and helping them reach new markets.

“We will protect our sovereignty in an increasingly dangerous and divided world by rebuilding, reinvesting in, and rearming our armed forces,” said Mark Carney, Leader of the Liberal Party of Canada. “In doing so, we will support Canadian-made defense procurement while helping our industries and businesses reach new markets around the world.” 

Today, Mark Carney announced further measures to reinvest in our defense industry and diversify our trade:

  • Rethinking defense procurement to better meet our needs and the urgency of the moment by taking the following steps:
    • Create the Defence Procurement Agency, modernise defence procurement rules and amend laws and regulations as needed , to centralise expertise from across government and simplify how we buy equipment for the armed forces; and,
    • Buy Canadian whenever possible and prioritize Canadian raw materials, such as steel, aluminum and critical minerals.
  • Create the Office of Advanced Science Research, Engineering and Leadership to ensure the Canadian Armed Forces and the Communications Security Establishment have the innovative, made-in-Canada solutions they need in areas such as AI, quantum computing, cybersecurity and other cutting-edge research and technologies;
  • Helping Canadian defence companies grow domestically and diversify their markets abroad, including by expanding the CanExport program to increase their international sales, and refocusing it to focus on diversification outside the United States, and taking full advantage of our existing trade agreements; and,
  • Boosting Canadian defence industries and production , while strengthening security with our partners. This includes advancing Canada’s participation in ReArm Europe to support transatlantic security, and prioritizing investment here in Canada by ensuring every dollar is spent wisely and effectively.

Today’s announcement builds on Mr. Carney’s previous commitment to reinvest in, rebuild, and rearm the Canadian Armed Forces . This commitment includes measures such as:

  • Increase the salaries of members of the Canadian Armed Forces;
  • Providing better support to Canadian Armed Forces members by investing in housing, health care and child care . This means rapidly increasing the supply of high-quality housing on bases across the country, and ensuring access to child care and primary health care, including mental health support services, for active military members and their families;  
  • Modernize our recruitment process , including simplifying security clearances and submitting applications online to train more candidates faster;
  • Securing Canada’s Arctic and better protecting our coasts, including with new submarines for the Royal Canadian Navy and additional heavy icebreakers, building on our commitment to all current orders under the National Shipbuilding Strategy;
  • Expand our fleet of aerial and underwater drones to build a persistent presence in the air and at sea, including persistent surveillance to protect against threats in the Arctic and at our border. We will work to build a Canadian industry through defense partnerships and leveraging domestic innovations; 
  • Supporting the Canadian Army with significant new investments, including ensuring that Canadian troops defending Canada at home have the same equipment capabilities as those defending our allies abroad; and,
  • Give the Canadian Coast Guard a new mandate, and the right equipment, to conduct maritime surveillance operations to secure our coasts. Our coast guards do important work, but we must update their mission to protect our sovereignty and combat criminal activities, such as drug trafficking. Expanding the Canadian Coast Guard’s reach and capabilities will also involve integrating them into Canada’s NATO defense capabilities.  

A government led by Mark Carney will firmly oppose President Trump’s tariffs, create new jobs, lower taxes for the middle class, and build the fastest-growing economy in the G7. Liberals will build a strong Canada.
