چترال (گل حمادفاروقی)وادی کیلاش کی سڑک کی محفوظ جگہ از سرنوتعمیراوردریائے رمبورسے ملبہ ہٹانے کامطالبہ
چترال کے خوبصورت اور سیاحتی علاقے وادی کیلاش کی سڑکوں کی حالت نہایت ناگفتہ بہہ تھی تاہم نیشنل ہائی وے اتھارٹی نے ان وادیوں کیلیے تقریبا 12 ارب روپے کی لاگت سے سڑکوں کی کشادگی اور تعمیر کا کام پچھلے سال شروع کیا تھا۔ وادی کیلاش کیلیے سڑک کو کیلاش کی پہلی گیٹ وے وادی آیون سے لے جایا جارہا ہے مگر لنک روڈ کو چھوڑ کر اسے ایک غیر مناسب اور غیر محفوظ جگہ سے لے جایا جارہا ہے ۔
اس سڑک کو زرعی زمین کے بیچ میں سے دو سو فٹ اونچا گزارا جاتا ہے جہاں صرف مٹی اور ملبہ ڈال کر اسے اونچا کیا جاتا ہے جس کی وجہ سے ایک طرف زرعی زمین اور اس کیلیے آبپاشی کی نالے متاثر ہوئے ہیں تو دوسری جانب آس پاس کے مکانات کے رہائشیوں بے پردگی کاسامناکرناپڑرہا ہے جبکہ اس مصنوعی پہاڑ کے کناروں پر حفاظتی دیوار بھی نہیں ہے اور کسی بھِی سیلاب یا شدید بارش کی صورت میں یہ بہہ کر ختم ہوسکتا ہے۔
چترال میں سڑکوں کی تعمیر اور بہتری کیلیے آواز اٹھانے والی رضاکار تنظیم سی ڈی ایم : چترال ڈیویلپمنٹ مومونٹ : کے سینیر اراکین میجر ریٹایرڈ شہزادہ سراج الملک، پرنسپل ریٹایرڈ لیاقت علی ، پراجیکٹ منیجر ریٹایرڈ عنایت اللہ اسیر، وادی ایون کے منتحب چییرمین وجیہ الدین اور محمد رحمان نے میڈیا ٹیم کے ساتھ ان علاقوں کا دورہ کیا۔
مقامی ماہرین کا کہنا ہے کہ این ایچ اے کے انجنیر نے شاید اسلام آباد میں بیٹھ کر اس کا نقشہ بنایا ہے کیونکہ یہاں پہلے سے بہترین سڑک موجود ہے اسی سڑک کو دونوں جانب سے کشادہ کرکے سڑک تعمیر ہوسکتی ہے جس پر خرچہ بھی کم آتا ہے اور محفوظ بھی ہے مگر انہوں نے سڑک کو ٹیڑھا کرکے زرعی زمین میں ایک مصنوعی پہاڑ بناکر اس پر سڑک بناتے ہیں جو زمین سے غالبا دو سو فٹ اونچی ہے جو سیلاب اور تیز بارش کی صورت میں تباہ ہوسکتی ہے۔
انہوں نے وفاقی وزیر اور سیکرٹری مواصلات اور چیرمین این ایچ اے سے مطالبہ کیا کہ اس کیلیے دوبارہ ٹیم بھیجا جایے تاکہ اس سڑک کو محفوظ جگہہ سے گزارا جایے انہوں نے مقامی ماہرین اور انجنیروں کی مدد سے ایک نقشہ بھی تیار کروایا ہے جس میں یہ سڑک بالکل سیدھا گزرتا ہے۔
سی ڈی ایم کے ٹیم نے وادی رمبور کے سڑک کا بھِی دورہ کیا جہاں سڑک کی کشادگی پر کام جاری ہے مگر اس سڑک کو توسیع کرنے کیلیے ٹھیکدار پہاڑ میں کئی فٹ لمبی سرنگ بناکر اس میں بھاری مقدار مِیں بارود ڈال کر دھماکے سے پہاڑ کو اڑاتا ہے جس کا سارا ملبہ اور ہزاروں ٹن وزنی پتھر رمبور کے دریا میں گرتے ہیں اب اس دریا میں مصنوعی جھیل سی بن چکی ہے اور اگلے آنے والے دنوں میں جب گرمی کی وجہ سے برف پگھل کر اس دریا میں آئے گی تو یہ عطاء آباد جھیل کا منظر پیش کرے گا۔
میڈیا ٹیم سے باتیں کرتے ہویے مقامی لوگوں نے بتایا کہ ٹھیکیدار نے جو بڑے بڑے پتھر رمبور کی نہر میں ڈالا ہے اس کی وجہ سے پانی کا بہاؤ بند ہوچکا ہے اور یہ عطا آباد جھیل کا منظر پیش کررہا ہے۔ مقامی لوگوں نے بتایا کہ اس نالہ میں جو جھیل بن چکیے یہ ہمارے لیے خطرناک بھی ثابت ہوسکتی ہے کیونکہ اس سال بہت زیادہ برف باری ہوئی ہے اور پہاڑوں پر برف پگھل کر جب پانی زیادہ ہوگا تو اس سے ہمارے مکان ، باغات اور کھیت بھی تباہ ہو سکتے ہیں جبکہ سیلاب کی شکل میں پوری آیون وادی کی تباہی کا باعث بھی بن سکتا ہے۔
مقامی لوگوں نے یہ بھی انکشاف کیا کہ ٹھیکیدار اس پہاڑ کے اندر کیئی میٹر لمبی سرنگ کرکے اس میں بہت زیادہ بارود اور یوریا کھاد ڈال کر زور دار دھماکہ کراتا ہے جس سے پورا پہاڑ دھڑام سے نیچے گرتا ہے اور یہ بارود اور کیمکل والا پانی نیچے جاکر اسے لوگ استعمال کرتے ہیں جس کی وجہ سےوہ محتلف بیماریوں میں بھی مبتلا ہورہے ہیں۔
مقامی لوگوں نے مطالبہ کیا کہ اس دریا نما نالہ سے فوری طور پر بڑے پتھر اور ملبہ ہٹاکر اسے صاف کیا جایے تاکہ پانی کی بہاو میں رکاوٹ نہ آیے ورنہ یہ بہت بڑے پیمانے پر تباہی کا باعث بھی بن سکتا ہے۔
مقامی لوگوں نے یہ بھی انکشاف کیا کہ آیون سے بمبوریت تک پچاس سال قبل محکمہ جنگلات نے ایک سڑک بنائی تھی جس پر دیار کی لکڑی لایا کرتے تھے اگر محکمہ این ایچ اے اسی سڑک کو دوبارہ بحال کرے جو معمولی مرمت سے ٹھیک ہوسکتی ہے تو اس سے ایک طرف کیلاش سڑک پر کام میں رکاوٹ نہیں آئے گی لوگ اسی اوپر والی سڑک پر سفر کریں گے جبکہ دوسری طرف ملکی اور غیر ملکی سیاح بھی ایسے راستوں کو پسند کرتے ہیں جو پہاڑ کے بیچ میں سے گزرا ہو جہاں سے پوری وادی کا نظارہ کیا جاسکتا ہو۔
ہمارے نمائندے نے چییرمین این ایچ اے ارشد مجید مہمند اور پراجیکٹ ڈایریکٹر ظہیر الدین سے بار بار رابطہ کرنے کی کوشش کی اور ان کو باقاعدہ تحریری پیغام بھیجا کہ وہ اس سلسلے میں اپنے موقف سے آگاہ کریں مگر ابھی تک انہوں نے کوئی جواب نہیں دیا۔

CHITRAL: Chitral is beautiful district of KP where scenic and tourist area of Kailash Valley attract thousands of domestic and foreign tourist every year during religious festival of Kalash community. but the road to Kalash valley was very narrow and earthen. Hence National Highway Authority has started widening and construction of roads with a cost of about Rs 12 billion for these valleys last year. The road for the Kalash Valley is being started from Kailash’s first gateway Ayun Valley, but during its design the engineer ignored the already existing Link Road, and new road is being carrying from an inappropriate and unsafe place among the agriculture land.
The road is approximately two hundred feet high in the middle of the agricultural land where only dust and debris are putting and raised the road, which one hand it has affected agricultural land and irrigation drains for it and on the other hand it is very risky and dangerous in flood or earthquake. residents of Ayun living on both sides of the road are facing anxiety, while there is no protection wall on both sides of this artificial mountain and it can be collapsed in case of flood, earthquake or heavy rains.
CDM (Chitral Development Moment) civil society group working for betterment of roads on volunteer basis Major Retired Prince Siraj Mulk, Principal Retired Liaquat Ali, Project Manager Retired Inayatullah Asir, Chairmen of Ayun Valley, Mohammad Rehman and Wajihuddin visited these areas along with media team.
Local experts say that the NHA engineer may have made map setting in Islamabad and never visited this road because there is already existing road here which is also safe, but they carrying the road 200 feet high and build an artificial mountain in agricultural land and which can be destroyed in the event of floods and heavy rainfall.
They called on the Federal Minister and Secretary Communications and Chairman NHA to send the team again here to reviews design of this road to be carried it in a safe place. They have also prepared a map with the help of local experts and engineers in which the road absolutely passes straight.
CDM team also visited the road in Rumbur Valley where work has been suspended on the road. They revealed that contractor digging a long tunnel in the mountain and put a large quantity of ammunition in it and put the debris and boulders in river after blasting. There is debris and thousands of tonnes heavy of stones falling into the river Rambur. Now the artificial lake has become in the river and in the coming days when the snow melts due to the heat and falls into the river will be cause of tremendous flood.
Talking to the media team, locals said that the flow of water has been stopped due to the contractor’s big stone thrown into the Rambur canal and it presenting a look of the Attahabad Lake. Locals said that the lakes that have been made in this stream can also be dangerous for us because there is a lot of snowfall this year and when the snow is melting on mountains, it will destroyed our houses, gardens and fields. It can also be cause for destruction of the entire Ayun Valley in the form of a flood.
Locals also revealed that the contractor carries a heavy explosion by putting a lot of ammunition and urea fertilizer in the mountain, causing the entire mountain to fall down and this ammunition and chemical contaminating the water flowing to down area where People use it causing for local people to suffer from illnesses.
Locals demanded that heavy stones and debris should be removed immediately from Rubmro river so that the flow of water could not be interrupted or it could cause massive catastrophe or tremendous flood.
Locals also revealed that the forest department had built a road from Ayun to Bumborat fifty years ago, which used to bring Deodar wood if the NHA department restores the same road which can be recovered from a minor repair. On the one hand, work will not be suffered by traffic and People will travel on the above road, while on the other hand, domestic and foreign tourists also like the routes that have passed through the mountain where the whole valley is visible.
Our representative repeatedly tried to contact Chairman NHA Arshad Majeed Mohmand and project director Zaheeruddin and sent them written message to take their version in this regard, but they have not yet responded.
